The Cabinet of Ministers of Ukraine adopted a resolution on approving the Procedure for the Distribution of Funds for Financing the Main Activities of State Scientific Institutions and Scientific Research of Higher Education Institutions based on the Results of State Certification.<\/em><\/strong><\/p>\n

The total amount of funding, distributed according to the results of state certification, is over 3 billion UAH<\/a>. The funds will be used, in particular, for salary increases for scientists, the development of research infrastructure, and the purchase of modern scientific equipment.<\/p>\n

To implement the government's decision, the Ministry of Education and Science of Ukraine approved the allocation of funds to finance scientific and scientific and technical activities of higher education institutions and state scientific institutions, which, according to the results of state certification, are classified as groups A and B.<\/p>\n

To receive funding, higher education institutions and research institutions must submit the necessary data and documents. In particular, if there is no connection to the Ministry of Education and Science's treasury network of recipients of funds, they must join it and open an appropriate account.<\/p>\n

Also, in the National Electronic Scientific Information System (URIS), it is necessary to fill in the planned indicators of the number of employees for 2026, prepare a plan for the development of research infrastructure and, if necessary, form a thematic plan for initiative research and development work. Equipment procurement plans must be coordinated with the Ministry of Education and Science in the URIS system by June 1, 2026, and procurement procedures must be initiated no later than July 1, 2026.<\/p>\n

In the near future, the Ministry of Education and Science will hold a webinar for employees of research units and scientific and organizational services, during which the mechanism for financing research and development in 2026 will be explained. It is recommended to formulate the most important questions for the webinar in advance and send them via appropriate form<\/a>. In the second half of March, access to modules for submitting the necessary information will also be available in the URIS system.<\/p>\n
