The Cabinet of Ministers of Ukraine approved Resolution No. 536 of April 29, 2026, which amends the Regulations on the Unified State Electronic Database on Education (UEDB). The updates directly affect scientific institutions and employees of the National Academy of Sciences of Ukraine.
From now on, information about scientific institutions that have passed state certification, as well as about scientists with scientific degrees who work in these institutions at their main place of work, will be entered into the EDEBO. This includes employees of the Presidium of the NAS of Ukraine and its staff, as well as the presidiums of national branch academies of sciences.
The changes are being introduced for the period of martial law and are aimed at streamlining data on the scientific sphere and ensuring their use in state information systems. In particular, this will allow for electronic interaction with other state registers, including the register of conscripts, military conscripts and reservists, and will significantly simplify the verification of information without additional paper procedures.
It is assumed that data on scientists will be entered by the institutions themselves, and information on employees of the Presidium of the NAS of Ukraine and branch academies will be entered by the relevant academies. Information on state certification of scientific institutions will be entered into the database by the Ministry of Education and Science of Ukraine, which will also ensure the technical implementation of these changes within a month.
Additionally, the Ministry of Education and Science of Ukraine provided clarification regarding the practical implementation of these changes and the procedure for entering data into the EDEBO.
