The Committee of the Verkhovna Rada of Ukraine on Education, Science and Innovation and the National Research Foundation of Ukraine announced the start of the procedure for nominating competitive works for the Ihor Yukhnovsky Prize of the Verkhovna Rada of Ukraine for 2027.

According to Regulations on the Prize of the Verkhovna Rada of Ukraine named after Ihor Yukhnovsky, approved by the Resolution of the Verkhovna Rada of Ukraine dated December 4, 2025 No. 4712-IX (as amended, hereinafter referred to as the Regulations), up to 50 prizes of the Verkhovna Rada of Ukraine named after Igor Yukhnovsky (hereinafter referred to as the Prize) are awarded to young scientists each year, including up to five prizes for scientific (scientific and technical) works that contain information constituting a state secret.
The 2027 Prize may be awarded on a competitive basis to citizens of Ukraine who, as of March 1, 2027, are young scientists in accordance with the Law of Ukraine “On Scientific and Scientific and Technical Activity” and, based on the results of fundamental and/or applied scientific research and scientific and technical (experimental) developments, have performed scientific (scientific and technical) work and obtained significant scientific achievements, in particular:
– previously unknown patterns have been discovered, fundamentally new scientific results have been obtained, new scientific theories and concepts have been developed that are practically significant and have received recognition in Ukraine and/or abroad, outstanding achievements have been made in at least one of the branches of natural, technical, social or humanitarian sciences that meet the interests of the Ukrainian people, contribute to solving specific tasks, the further development of science, social progress and affirm the high authority of scientists in Ukraine and the world;
– new tools, devices have been created, substances have been obtained, new strains of microorganisms, plant varieties, animal breeds have been created, their radical improvement or use for a new purpose has been carried out, which is confirmed by the relevant patents, and the implementation of which in practice significantly affects the solution of scientific and technical, humanitarian, socio-economic problems (which is confirmed by acts of implementation of the results of scientific (scientific and technical) works), issues of national security and defense of Ukraine;
– new technical objects (tools, devices), technological processes have been created, which in most technical parameters meet or exceed international standards (as confirmed by patents for invention) and the implementation of which in practice significantly affects the solution of scientific and technical, humanitarian, socio-economic problems (as confirmed by acts on the implementation of the results of scientific (scientific and technical) works), issues of national security and defense of Ukraine;
– new effective teaching tools and information technologies have been created.
The Competition will include scientific works (except for cases specified in clause 4 of the Regulations) published no later than 2026, ensuring their wide discussion, publicity and openness, or completed no later than 2026, if the scientific work contains information that constitutes a state secret.
The competition work may be prepared by a young scientist (author) alone or by a team of young scientists (team of co-authors) of up to four people. Each co-author must be a direct participant in the execution of the Competition Work, and each co-author must own the creative work. In the case of preparation of the Competition Work by a team of co-authors, the first co-author is a young scientist selected by the team of co-authors. The first co-author ensures the implementation of the necessary organizational measures for the participation of the team of young scientists in the competitive selection for the Award.
The subject of nomination of competitive works for the Award and their authors (team of co-authors) is a scientific institution, higher education institution, other legal entity in which (for which) the author or first co-author works and which (which) has a scientific (scientific, scientific-technical, technical) council (hereinafter referred to as the Academic Council) formed in accordance with the Law of Ukraine “On Scientific and Scientific-Technical Activity”.
In order to nominate works for the 2027 Prize, the nominating entity shall announce the start of a public expert discussion of the competition works no later than October 1, 2026. The Academic Council of the nominating entity shall conduct a public expert discussion of the competition works for the Prize with the involvement of a wide range of specialists within four months from the date of posting the announcement. A public expert discussion of the competition work that contains information constituting a state secret shall not be conducted.
The materials of the public professional discussion of the Competition work are drawn up in accordance with Appendix 1 to the Regulations in the form of a protocol (decision, conclusion, recommendation, etc.) on the support of the Competition work and its nomination for the Award and are signed by the chairman of the meeting and the secretary of the Academic Council.
After the public expert discussion of the Competition Work is completed, but no later than February 1, 2027, the author (first co-author) submits to the Academic Council of the nominating entity the documents stipulated in paragraphs 11-13 of the Regulations. The Academic Council of the nominating entity considers the specified documents and makes a decision on the inclusion of young scientists in the team of co-authors of the Competition Work by secret ballot for each young scientist separately, taking into account the certificate submitted by him about his creative contribution to the Competition Work. Co-authors who did not receive the required number of votes during the secret ballot are excluded from the list of co-authors of the Competition Work, and the Academic Council re-examines the corrected draft of the submission and makes a decision on the final composition of the team of co-authors and the corresponding Competition Work nominated for the Award.
The decision of the Academic Council on the nomination of the Competition Paper and its author (co-authors) for the Award shall be made between December 1, 2026 and February 20, 2027 inclusive by secret ballot. Members of the Academic Council who have a conflict of interest with the author (co-authors) of the Competition Paper shall not participate in the voting. A young scientist who is a member of the Academic Council and the author (co-author) of the Competition Paper nominated for the Award shall not participate in the voting.
Based on the results of the decision, the Academic Council of the nominating entity prepares the following documents: an extract from the minutes of the Academic Council meeting; a conclusion on the possibility of publishing the materials of the Competition Work, drawn up in accordance with Appendix 4 to the Regulations; information about the applicant, drawn up in accordance with Appendix 5 to the Regulations. The extract from the minutes of the Academic Council meeting on the nomination of the Competition Work for the Award shall indicate the title of the Competition Work, the surname and initials of its author (co-authors), the course of the discussion and the results of the secret ballot for each young scientist. The extract from the minutes of the Academic Council meeting shall be certified by the Secretary of the Academic Council with an imprint of the seal of the office administration service of the nominating entity.
The Academic Council of the nominating entity ensures compliance with the requirements established by the Regulations and the completeness and authenticity of the documents submitted for the competition.
Based on the decision of the Academic Council, the nominating entity shall, by March 1, 2027, prepare a letter of submission to the Committee on the nomination of the Competition Work and its author (team of co-authors) for the Award and, in accordance with Appendix 1 to the Regulations, form two copies of the submission on the nomination of the Competition Work and its author (team of co-authors) for the Award (hereinafter referred to as the Submission) in paper form and a scanned copy of the Submission for submission to the National Research Foundation of Ukraine.
